CHALLENGES AND PROMISES OF
LOCATION TECHNOLOGIES FOR HOMELAND SECURITY OF LOCAL COMMUNITIES |
The topic of this
session was chosen in response to a popular demand for help in
identifying what County and City governments can do with Spatial
Information Systems (GIS) to prepare for and enhance local Homeland
Security efforts. One of the key issues that GIS Managers are interested in is what could be done with GIS technology to aid with this now vital function without duplicating what Public Safety, E-911, Fire and other similar agencies may be doing. And specifically what we should do in addition to their specialized efforts to better assist those agencies, and others in providing vital information and analysis capabilities for our local communities. As a secondary topic, there is a overwhelming interest in learning about potential funding assistance through grants. Q u e s t i o n s t o t h e P a n e l 1. Are there special features above and beyond the typical GIS data holdings (like street centerlines, buildings, hydrology, etc.) that should be mapped and maintained in local GIS Systems to aid with homeland security? 2. Are there any homeland security related data sets and sources at the State and Federal level that should be integrated with local systems? 3. How can spatially-enabled decision support systems best aid local homeland security efforts in areas other than public safety, E-911, Fire and other similar functions? 4. How has and how will homeland security issues affect the open distribution of local spatial data? 5. Are grants available to help build spatially-enabled decision support systems in the areas of data development and/or acquisition, database development, hardware/software acquisition, etc? |
