LARRY WARNICK

Larry Warnick is a Founding Partner and Senior Consultant with the DemandG, and serves in the capacity of VP of Business Development for OGETA.  Mr. Warnick has over 20 years of domestic and international senior level
experience in Resource Management, Geographic Imaging and Systems, Imaging and Photogrammetric Software Systems, Information Technology and Internet Security, and Geotechnical Services sectors. 

Mr. Warnick has managed, or participated in, several local, state- and national-scale mapping programs, assisted in the commercialization of the Landsat and SPOT satellite programs in the US, and has successfully launched numerous geographic and imaging technology products and services for small, medium, and Fortune-level companies and government agencies at all levels. 


His background in the geotechnical industries includes:

ERDAS, where he directed the product management team overseeing the Image Processing, Photogrammetric, and Desktop GIS product lines from concept to marketing and customer delivery.
 
Intergraph Corporation, where he directed the product management team responsible for imaging and photogrammetry, as well as the GIS industry marketing team for resource management solutions for federal, state, and local governments. 

McDonnell Douglas, Systems Integration Company, where he was responsible for GIS solutions for city and county-level governments and engineering firms.

Kodak, where he was responsible for business development and project management for consulting engagements with government agencies at all levels, as well as utilities and timber and mineral resource firms.

Earth Satellite Corporation, where he was a Program Manager responsible for federal, state and local government resource mapping and management consulting engagements, as well as technical, proposal, and market development consultation for the commercialization of the Landsat and SPOT imaging satellite programs.

Greenhorn & O’Mara, where he was senior staff geographer on the Flood Insurance Mapping Program.

Oregon State University, ERSAL Remote Sensing Laboratory, where he was a faculty research assistant

Mr. Warnick has a BS and MS from Oregon State University.

DAVID LAWSON
DHS/FEMA Region IV
GIS/Remote Sensing Coordinator

Mr. Lawson has served as the GIS and Remote Sensing Coordinator of the FEMA Region IV in Atlanta, GA since July 1995.  Prior to FEMA he worked with the Miami-Dade Community College in Computer Services Management.  Mr. Lawson attended the U.S. Army Computer Science School and served 8 years in the U.S. Army in Infantry and the Information Systems Command.
His service with the Federal Emergency Management Agency dates back to the Hurricane Andrew recovery, after experiencing this near catastrophe event as a victim, two weeks later he was serving the citizens of Miami, FL as a FEMA employee.  During this time he was selected as the Production Manager of the first FEMA field GIS operations in Jan 1993.  Since then, David has been actively involved in the integration of geospatial technologies into the emergency management lifecycle (Preparedness, Response, Recovery and Mitigation).
Mr. Lawson has directed GIS disaster operational support to:

He serves as Technical Services Branch Chief over GIS and Remote Sensing on FEMA’s National Emergency Response (White) Team.



ANDREW PAUL

Andy has been involved with mapping applications and GIS decision support systems for more than 25 years. Andy was a founder of Donnelley Marketing Information Services, one of the initial firms to deliver geo-demographic targeting services, when it was part of Dun & Bradstreet and with Claritas, Inc, which acquired DMIS and is now a division of VNU.

He has extensive applications development as well as client side experience with geographic data content, and how spatial data is used in decision support. He was an early advocate of geo-coding as a part of customer address management procedures, implementing systems throughout D&B to attach geo-codes to business and consumer data.

Andy is currently President and Chief Operating Officer of Capitolimpact, focusing on productivity tools over the web. Capitolimpact is a Georgia based firm with applications for advocacy, communication and event management. One of their communication tools is Custommapper (www.custommapper.com), which utilizes Adobe's SVG technology for presentation quality maps.


CARL STUCKE

is a member of the Computer Information Systems faculty within the Robinson College of Business at Georgia State University. 

Carl teaches security & privacy and object-oriented systems analysis.  He serves as the coordinator of the security SIG.  His interests focus on security, privacy, business continuity and advanced technology-based business solutions.

Prior to his current position at GSU, Stucke was Chief Scientist (VP R&D) for Equifax Internet Solutions where he was responsible for leading edge investigation and identification of the Internet products and services offered by Equifax.  Previously, he served as Vice President, Electronic Commerce Technology, as AVP, Consumer and Electronic Commerce Services, as AVP, Emerging Technologies, and AVP, Research & Development.  Earlier, Carl held management and senior technology positions in Research and Development.  Within these positions, he became involved in PKI, initiated development of a patented remote consumer identity verification, and lead Equifax's technology R&D in fielding consumer products, establishing Equifax's Internet presence, and applying machine learning, expert systems, and supercomputing technologies to Equifax's processes. 

Before this work in industry, Carl taught mathematics and computer science and setup academic computing centers within the University System of Georgia while reaching the rank of Associate Professor with tenure. 

Stucke holds a Ph.D. degree in mathematics from Emory University.
