The Open Geospatial Consortium, Inc. (OGC), is a not-for-profit international consortium of more than 270 companies, government agencies and universities participating in a consensus process to develop publicly available geoprocessing interface specifications. Appointed to this position by the OGC Board of Directors in 2004, Mr. Reichardt is responsible for day-to-day operational management of the company and responsibility for implementation of the corporate business plan. He previously served as Executive Director of Outreach and Community Adoption for the Consortium.  In this capacity, his responsibilities included the development and implementation of communications, educational programs, and strategic partnerships to encourage development and adoption of OGC specifications by technology developers and users worldwide. 

Mr. Reichardt joined OGC after a 20-year career in geospatial production and technology development with the US Federal Government.  His government career included an assignment with the Federal Geographic Data Committee to advance compatible Spatial Data Infrastructure practices in Africa, South America, Europe, and the Caribbean; and a one year assignment with the Vice President’s office to improve federal to local coordination and decision making through the use of geospatial information and technologies.    He serves on the Board of the Global Spatial Data Infrastructure (GSDI) Association.

CARL ANDERSON, GIS Manager,

Department of Environment and Community Development,
Fulton County, GA

Carl develops and directs the implementation of enterprise-centric GIS applications for decision support of development services, public works, public safety (emergency management, police, fire, 911), tax assessors, tax commissioners, and other departments.  He initiated web based applications using both Open Source or proprietary software, including interactive map tools for tax, GPS monuments, zoning and future land use queries, and annexation history.  He directs a staff of seventeen GIS specialists in E&CD and assists and coordinates other GIS specialists in the Tax Assessors Office and General Services.

Carl has to contributed to and utilized  Open Source projects over the past 12+ years.  He has contributed to GIS/remote sensing, database, web scripting, web hosting projects.

Carl has worked for Fulton County for the past fifteen years.  He is been involved with the Georgia Speleological Survey and the Tennessee and Alabama Cave Surveys in both cartographic and archival roles.

 

ED BIGGS, Manager, Client Services, Information Services, Cobby County, GA

Ed is presently the Manager of the Business Implementations Division within Cobb County’s Information Services Department where he oversees the implementation of all new technology initiatives, applications, and major system enhancements including the county’s financial, human resources, water billing, public safety, GIS, judicial, and document management systems. 

Prior to his present position, he was Cobb’s GIS Manager where he implemented the county’s enterprise GIS.

Ed has over 20 plus years experience at the local, state, and federal levels of government with an emphasis on using geospatial data for providing solutions to real world problems.



MICHAEL D. MORRIS, GIS Manager, Paulding County, GA

Michael Morris manages the GIS Division of the County’s Information Technology (IT) Department.  He has worked for Paulding County since 1987.  During that time he held several positions in the Assessor’s Department, including Assistant Chief Appraiser, eventually taking over as GIS Manager in late 1996. 

Mr. Morris has led the development of Paulding’s GIS program, beginning with digital parcel mapping in 1994.  He served as the County’s project manager in 1997 supervising a countywide re-addressing program.  In 2001, Mr. Morris and his staff moved into the County’s newly established IT Department, where he is now managing the migration to a geodatabase environment that will enhance the County’s developing Enterprise GIS to provide spatially-enabled decision support.

In 1999, Mr. Morris served as the Chairman of the International Association of InFoCAD Users (IAIU) Conference that was held in Atlanta, GA, and he is currently a member of the OGETA Board of Advisors.  He is the President of the Essex Park Homeowners Association.

Mr. Morris received his BBA Degree in Management from Kennesaw State University with emphasis in the areas of Information Systems and Entrepreneurship, and he has completed professional education coursework in Microsoft Windows networking, ArcGIS, ArcSDE and MS SQL Server. 

Michael resides in west Cobb County with his wife, Beth, two daughters, Katia and Sarah, and son, David.
